Forward Works Program

There are five (5) key objectives of the Forward Works Program.

  1. to provide a systematic approach to forward planning of all major infrastructure projects
  2. to allow all projects to be prioritised in an objective and systematic way
  3. to be able to carry out investigations and designs well in advance of the construction
  4. to establish reliable and stable Section 94 contribution plans for future development
  5. to be able to collect the appropriate amounts of Section 94 contributions from developers

Method of Determining Priorities

Council has developed a method for prioritising all the projects listed in the Forward Works Program in an objective and systematic way.

It takes into account a number of criteria such as traffic volumes, accident rates, existing conditions and the purpose of each project and each project is then ranked by assessing it against all the criteria and calculating a value, which is called the 'Ranking'.

All the criteria are fixed and the method has been approved by Council. Details of the method, the criteria, the weightings and the possible scores are included in the Appendix.

Funding Distribution

The distribution of funds between the various categories is a matter for Council to determine. It is not the intention of this Forward Works Program to rank different types of projects against each other.

The actual allocation of funds to specific projects takes place during the budget process, which commences as soon as the Forward Works program has been finalised each year.

When the draft budget and management plan are put on public exhibition in about March each year, the community gets another opportunity to make comments, before the final budget is approved.
